Services
MaSA offers a variety of services to ACOs and agencies. MaSA offer access to resources such as examples of job descriptions, policies and procedures, disaster response plans and ordinances.
Investigations and Investigation Consultations
MaSA professionals may be contracted to provide assistance with animal neglect, abuse and cruelty investigations. They can provide professional investigative input and assistance to the agency's local animal control or other law enforcement officials, provide a detailed written statement of findings, and provide expert testimony on the witness stand during any courtroom proceedings. MaSA investigators have no authority to enforce local or state laws, however they may investigate alleged violations of animal care and control related law and provide evidence of their findings to the appropriate local law enforcement authority. Organization Consultations
MaSA can provide consultation services in a variety of areas ranging from development of a municipal animal control program or non-profit local humane organization to development of modern animal care and control ordinances, from the development of volunteer programs for nonprofit and municipal shelters to development of community outreach programs. MaSA officials can be contracted to develop volunteer programs, disaster response plans, media management programs, policies and procedures manuals, and more. MaSA can also provide consultation service on construction and operation of new or remodeled animal care facilities. MaSA officials can assess existing animal care and control programs and suggest options to improve the quality and quantity of services provided to the community, the quality and quantity of services provided by a sheltering facility, and the quality of life of animals in the sheltering facility’s care. Interim Management
MaSA has officials with experience in all levels of animal shelter, animal control, or animal welfare organization operations. Municipalities in need of interim, short-term supervisors or managers may contract with qualified and experienced MaSA officials for interim agency management or supervision. The Acting Director/Manager or Supervisor salaries will vary based on the temporary duty expectations, location, and term of service, in addition to expenses. MARS
Missouri Animal Rescue Services (MARS) is a program designed to protect wildlife affected by natural disasters, such as wildfires and flooding. MARS volunteers move into damaged wildland areas to rescue wild animals and clear debris, construct temporary animal refuge and sheltering habitats, plant food sources, and clean up water sources.
